A boat shall avoid contact with another boat if
reasonably possible.However, a
right-of-way boat or one entitled to room a) need not act to avoid contact until it is clear
that the other boat is not keeping clear or giving room, and b) shall not be penalized under this rule unless there
is contact that causes damage.
définitions : -
room : the space a boat needs in the
existing conditions while maneuvering promptly in a seamanlike way.
explanations : Contact must be avoided. When a boat has right-of-way, she is not obliged to
react unless she notices that the give-way boat is not going to stay clear
(14a).Also, the right-of-way boat will
not be penalized under 14 if there is not damage after a contact (14b)
tactical
aspects of the rule: Rule 14’s objective is to
limit potentially dangerous contact.Even a right-of-way boat’s privileges cannot justify contact.
implementation
in
vsk3 : R14 is *not* applied in VSK3.i.e., no enforced rule forbids contact
–although fair play still does! For instance in a port / starboard crossing, if the boat on port tack
does not stay clear of the boat on starboard tack, and if the starboard tack
boat changes her course to avoid the other boat, she is likely to be penalized
under 15 or 16
