R15 Acquiring
right of way
When a boat acquires right of way, she shall initially
give the other boat room to keep clear, unless she acquires right of way
because of the other boat’s actions.

existing conditions while maneuvering promptly in a seamanlike way
- explanations :
If a boat changes course and becomes right-of-way, she
must first leave the other boat room to stay clear –i.e., a chance for the
other boat to react to the new situation.
It is enough to give room (space) for the other boat
to stay clear, there is no notion of time involved in rule 15.
Note that the other boat does not have to react until
the right-of-way boat has actually gained right of way (there is no obligation
for anyone to “guess” what the other boat is doing and try and anticipate
whether privileges may shift from one boat to the other because of the other
boat actions).
If a boat gains right-of-way without doing anything,
e.g., the other boat’s actions grant her privileges, then this boat is not
bound by rule 15.
While there is no time element explicitly included in
the rule, “initially” is usually understood as a matter of few seconds only.

For Yellow to be penalized
under rule 15, it must be established that Blue was not given an opportunity to
“avoid’ Yellow while she was establishing her right of way. Note that rule 15 is only applied for a brief
period (usually a few seconds) after Yellow becomes right-of-way.

only explicitly mentions room. It is
your responsibility to maneuver far enough from the other boat to give her this
room to react to the new situation.

R15 is by and large well
managed in VSK3 –if not a little sensitive.
It is usually a good idea to note whether your ISAF panel mentions 15
after you have established privileges against another boat. While 15 is present in the panel, it means
the game thinks you still owe room.
